Ummm, yeah, I can see that. And Helgraf clocks in at 30th level trying to explain him in D&D terms. Aerich Mendahlsohn comes in at 9th or 10th, and Rowann, magically, is probably the equivalent of 5th level, but in terms of BAB, HD and other progression details, she's more like a 3rd level character. _________________ --

The levels are nothing but guidelines. They are just meant to show roughly what is meant by the titles. This is all about how your character will do in a spontaneous fight in the freeform Town, not how they would be statted in D&D or what they can do outside a fight.
Most of my characters are around level 25-30 in terms of D&D (some exceptions), but there's a big difference between how well they do in a fight. Achim, who I'd set at around level 25, would do a lot better than Arslan, who is around level 40. Especially in an unprepared fight. If I had to follow the levels here, Arslan would be a 6 and Achim a 5. I've switched that around, simply because it doesn't fit.
Also, this is quite difficult, because personally I almost always try to scale my characters to fit the situation. A good example would probably be Cali and Xeni's recent escapades in the Eight Tiers, fighting Clockwork Horrors. According to the book, the Adamantine Horror is CR 9. There was only one of those, the rest were Electrum and Gold horrors of CR 4-5. They still posed a challenge, even though Cali and Xeni should have wiped the floor with them. Actually, the Adamantine Horror could easily have beaten Cali on it's own, though that has to do with a special weakness of hers.
That's just to point out that this power level shouldn't be taken too seriously, or too literally. The Town is after all a freeform setting, and a very chaotic one at that. By strict levels, Shiranui (who I put at rank 1) is an avatar of the creator of an entire "setting": she is transcendental with respect to the greater gods, of whom she created several. The closest character to her absolute non-combat power level would be Sunn.
But she's artistic, motherly, gentle, a bit scatterbrained, and very close to useless in a fight.

And here's my updated list. Hamlet characters are noted in Green. The Blue are those I consider truely active. The Purple are alive and might be encountered, but really aren't that active at the moment. The rest, in black, are either dead or really unlikely to show up or do anything.
